Spyral is a UN covert operations agency founded during the Cold War. Its original head, Agent Zero, decided to avoid getting involved in politics, and rather than recruiting from among the espionage services of NATO or Warsaw Pact countries, instead recruited rebels: iconoclastic daredevils and rogue geniuses, and got them to use their mental and physical gifts to serve the agency.
The agency developed a feud with the League of Assassins.
At some point, it was revealed that Agent Zero was really a Nazi master spy named Doctor Dedalus, and had been selling the agency's secrets to the highest bidder. Some time later, the agency collapsed... or so it seemed.
In response to the escalating war between Batman Incorporatedand the Leviathan terrorist organization, the UN decided to reform Spyral, recruited Doctor Dedalus' long-thought-dead daughter, Kathy Webb-Kane, as its new leader. Using her personal resources, she recruited enough of a force to convince Batman, Inc. to disband as soon as the conflict was done.[1][2]
With the organisation re-established the various Directors of Spyral followed different goals, unknowingly influenced by the real Spyral leader, an entity called Spyder.[3
