java 访问国外服务器超时!

访问国外服务时,参数是可以跑抛送到他们系统的,但是就总是接收返回参数超时???
这个问题纠缠了我好久了,网络上也一直找不到答案,求解答!
我方服务器,阿里云 上海
他方:未知
设置的15秒超时时间,还没到15秒就抛出超时异常了,参数是可以跑抛送到他们系统的,但是就总是接收不到返回参数
有时候也会抛出这个异常 java.net.SocketException: Connection reset (连接复位)
我也知道我方服务器在国内,他方服务器在美国,有可能会掉线也是正常的,这个有什么解决办法?
