Europe doesn't launch until May 24th 0:00 BST (specifically, 67 hours from now), so I think it's safe to assume Tier 2 will unlock for everyone.
Also remember that this Tier bonus system is a global effort. All for one, one for all.

Everyone pitches in to a single pot with their pre-purchase vote, so if a particular tier unlocks even after your regional launch, you'll still get your bonuses. In other words, the Americas will launch in a few moments but you're all still in the race to achieve Tier 3. All 67 hours worth right from this moment.
